A message is taken off a display either when its duration expires, a higher priority message arrives, it is cancelled via xAP or a remote control button is pressed.
Immediate is a priority higher than any specified by the Priority parameter. Permanent isn't really permanent, it's just quite a long time. If TTL Time To Live is specified and that number of seconds passes between the message being enqueued and arriving at the head of the queue it will be discarded without being displayed. This is useful for low-priority status messages that are only worth displaying for a certain period of time after they are generated.
